You might try speaking with the Software Productivity Consortium.
The are located in Reston, Va, near Dulles Airport just outside
of Washington, DC. They are a consortium of defense contractors
who came together to see if they could collaborate on common
strategies and approaches to responding to defense initiatives,
even though the member companies are often competitors. They
had to find a way to do together what was in the best interest
of all, and maintain their independence so that they could compete.
How they did this could give you some insights into what you
need for your second area of interest.

    Greetings,
I am sending this request to ONE-L, BPS and the
Management Education list-servers. Please excuse multiple
    message.
I'd appreciate your help in identifying two
successful measures that I will use in a mail survey. The
first is environmental performance. I may use Ahmed, Nazim
    U.; Ray V. Montagno & Robert J. Firenze. 1998.
    Organizational performance and environmental consciousness.
Management Decision. 36(2): 57-62. I would like one other
    measure to increase my validity.
I also am looking for another measure of
collaboration between strategic business units. I would
like to highlight the way firms collaborate with each other
through joint research and joint planning on environmental
    initiatives by the government.
I'll be happy to share the results of my
reliability findings from my pilot study with anyone who is
interested. Thank you in advance for your help.

P.S. Charles, I understand that requests for research
advice may not be the typical for your list-server, but I
    appreciate your willingness to help.
