Ho Chi Minh City Seeks to Double Number of College Graduates

I concerns the recent news that "Officials in Ho Chi Minh City, Vietnam,
announced a plan to send more students overseas for graduate study, and to
place more foreign academics at teaching positions in the city.
As part of the reform package, the city will send 300 students a year to
study for master's and doctoral degrees at overseas universities. The plan
was announced by the Department of Science, Technology, and Environment of
Ho Chi Minh City, formerly Saigon. The authorities also made a public plea
for foreign lecturers to teach in Vietnam.
Financial details of the plan have yet to be announced.
Dao Van Luong, a Ho Chi Minh City education official, said the city lagged
far behind its peers worldwide with regard to the proportion of educated
workers in the local economy. Of the city's five million residents, a mere
7,800 have graduate degrees and 230,000 have undergraduate degrees. The goal
of the plan, over the long term, is to double the number of people with
graduate and postgraduate degrees.
