We are looking for good process mapping software that can run with Windows
    98
and that is relatively inexpensive. Any assistance would be greatly
    appreciated.

I'm not sure what I think of as relatively inexpensive is what others think.

I use VISIO for process mapping. I use it for swimlane processes mainly.
But, I have also used their built in IDEFO maps and other great templates.

Can process mapping and flow-charting be effectively applied to courses or
parts of courses? This is a question asked in "TQM for Professors and
    Students":

Process mapping and Deployment Flow Charting, IMHO, are the foundation of
excellent syllabi. These are powerful tools in the "Learning System" (as
opposed to the Thought-Leader or Teacher System). In fact, we devote over an
hour to Deployment Flow Charting and Process Mapping in our 2-day workshop
"Continuous Quality Improvement in the Classroom: A Collaborative Approach"
because these techniques expose poor processes.

Each of my courses that includes the software development life cycle include
an exercise in that topic for mapping out a process in order to identify the
elements that have not been optimized. (what are the non-value added
hand-offs; what are the wait states; which hand-offs end up dropped through
    cracks (eg FAXes))

Most students don't have VISIO to do this, so I make samples from VISIO,
convert them to PowerPoint and the students use Powerpoint in the exercise.
