It is possible to locate the authors--say using the web or faculty
directories in libraries--and request a copy of the article and any related
items they might send. Often they have the article in electronic form to
send as an attachment or will snail mail it to you for free. I can imagine
that not every TOC will jazz every mg-ed-dv-er but some members find such
postings immensely useful. And some might request their institutions to
subscribe or subscribe themselves or submit an article to the journal--so
the journal/publisher benefits too.
