    Hello All! (Cross-posting again my apologies)

    Thank you so much for the responses! I will respond to those of you offering
    further, more specific advice, privately of course. From the comments, it seems
    that any subject involving the public sector raises some kind of reaction or
    even expectation (thank you Steve Harper). Some expect it to be slow,
    cumbersome and reactive, while others see it as a necessary, useful buffer
    between politicians and the people. Whatever, it is also interesting to be
    immersed in the culture of the organisation while at the same time looking at it
    through the eyes of an OD "observer" (rather than practioner per se).
