As soon as you can define, in an operational sense, what it is that you
expect these (mostly) good people to learn, and how they can express that
learning, yes. then you can put together some questions, the answers to
which will demonstrate "if they have learned."
I'm really not trying to be flippant here. The verbiage on the subject too
often assumes that the words have meaning to the reader as well as the
writer. In my case, I'm persuaded it doesn't always make sense to me. If
the discussion has meaning to you, then have a good trip.
