i think we just have to accept the fact that we have two unrelated goals to
meet: we need to develop a reasonably fair set of measures to satisfy the
bean counters, and we have to try to provide a positive and rich learning
environment for our students. Trying to merge these two things together is
where one gets in to trouble. Tackle them as separate issues and the
problem becomes manageable.
