Looking at your question, I asked myself who would be the clients of
such programs?
1) People who aspire to be leaders (who really want it): The goals for
programs for these people could include exposure to the body of research
that has been conducted on the subject of leadership, mentoring programs
with recognized leaders in various fields; experience with different
leadership development tools such as the MBTI, the Leadership 360
program, the Hermann brain dominance profile, the Lead self leadership
style/pwerception of self instrument, the Successful Manager's Handbook
by Personnel Decisions Inc. in the States (that also covers leadership
issues),etc.; exposure to research groups such as the Conference Board
(in Canada) for the latest results of their international business study
tours.
2) Managers seeking advice and assistance on how to improve their
leadership skills: Much of the above would be suitable for this group
as well; other goals could include peer and employee surveys for self
assessment puirposes, and using performance management information as
diagnostic tools.
3) People who don't want to participate in any program but who feel
they have to to keep their jobs (because of performance assessment or
other causes): I don't believe that the fix for these people is a
management development program, the receptivity just isn't there, and
they will ruin it for everyone else. For these clients, one approach
could be to gently advise the sponsoring organization that other
approaches such as counselling with external professional assistance,
changes in the work environment or the organizational design, or other
solutions would provide better results.
