You're not wrong when you say that evaluating 'learning' technologies is a
difficult task; I've been developing an evaluation methodology for CSCL in
HE for the past two years and it 'aint finished yet! But that doesn't
mean that a system can't show potential before its been evaluated.
Because evaluation is such a lengthy and expensive business you have to
have some criteria for selecting which (of the many available)
applications you're going to invest in evaluating in the first place.
Often this is influenced by word of mouth and recommendations from
colleagues, friends etc., but probably more often that that its a simple
matter of gut instinct which comes from the belief that something "shows
potential".
