In my former place of employment, I was one of the persons responsible
for developing policy regarding software on company computers. All
software had to be approved by the Information Technology people before
it could be loaded on a computer, including downloading of stuff from
the internet. Also, all copywrite laws were to be strictly followed. The
two policies were intended to reduce the uncertainty to the company of
destructive viruses and/or trouble with the legal authorities. No, your
situation is not unique.
