I'm not sure how the third edition of "The Strategy Process...." differs from the first but I do have Mintzberg's "The Rise and Fall of Strategic Planning" c.1994 ISBN 0-02-921605-2. I have found it helpful. But in it, he seems to have departed a little from the "traditional" Strategic Planning role.
You may also want to check out some of the books published by Josey-Bass; In particular 'Strategic Planning for Organizations,' Bryson -- c. 1988. The past couple issues of HBR also have been pretty insightful.

Henry Mintzberg has probably written more on the actual formative
processes behind corporate strategies than anyone else I can think of.
Good collections of relevant writings on this subject appear in his
text(s) with James Brian Quinn; "The Strategy Process; Concepts,
Contexts, Cases" 3rd Edition; Prentice Hall; 1996; ISBN 0-13-234030-5.
If you could only read one (Not a good way to do it, but ...), try
Mintzberg's "Crafting Strategy" in the Harvard Business Review for
July-August, 1987. Hope this helps.
