When talking to HRM people about "competence", I often had the experience that "competence" and "competencies" are analyzed, described, by HRM-people on an INDIVIDUAL level : HRM people seem to be interested in the competences of individuals.
The "competence" concept as it has been developed in strategic management literature is however an ORGANIZATIONAL concept, which has of course to do with competence of individuals, but which is not exactly referring to these individual competencies. (see : Sanchez, Heene, & Thomas, Dynamics of Competence Based Competition, Elsevier, 1996)
Does anyone know about publications in the HRM-field in which competence is addressed in its ORGANIZATIONAL dimensions ?
