Am I to assume that Frederico Fellini's film Satyricon is based on
Petronius' book?

His given name was Gaius Petronius. Arbiter was a title and he lived in the
first century A.D. Satyricon was one of his works that survives. The
complete quote according to Forbes Book of Business Quotations is:
We trained hard -- but it seemed that every time we were beginning to form
into teams, we would be reorganized. I was to learn later in life that we
tend to meet any new situation by reorganizing and what a wonderful method
it can be of creating the illusion of progress while producing confusion,
inefficiency and demoralization.
