Invitation to submit manuscripts for the special issue of the Open
Education Research [OER] journal
To celebrate the second anniversary of the change over of Hong Kong back to
China, a special issue of the Open Education Research journal (OER) will be
co-published by the Institute for Open Education Research, Shanghai TV
University, China and the Centre for Research in Distance & Adult Learning
(CRIDAL), Open University of Hong Kong. This special issue will be
published to coincide with 1 July, 1999.
The Open Education Research, is a scholarly journal of the Institute for
Open Education Research, Shanghai TV University, China.
Theme of special issue
The theme for this special issue commemorating the change over is "the
changing terrain of distance and open education". The scope of the special
issue will deliberately be left very broad in terms of both substance and
coverage to allow for a wide range of contributions, especially from
outside of other regions of the world. However, preference will be given to
manuscripts, which reflect the theme of the special issue, focus on
distance and open education and of significance to Hong Kong and China.
Manuscripts written either in English or Chinese are welcome.
Manuscript Form
Manuscripts for the special issue of OER should be prepared according to
the style prescribed by the fourth edition of the Publication Manual of the
American Psychological Association (American Psychological Association,
1994). Manuscripts should be typed or computer-generated printed, (no
matrix dot printers, please) and double-spaced on standard A4-size paper,
with ample margins. Maximum number of words for articles is 8000 if written
in English, and 5000 words if written in Chinese.
The author's name and full address should appear on a separate cover page,
and only on this page, to ensure anonymity in the review process. All
manuscript pages, including tables and figures should be numbered
sequentially.
Submitting a Manuscript
The deadline for submitting manuscripts is 15 February 1999.
When submitting a manuscript, please include the following:
(a) A cover letter indicating to whom all correspondence should be
forwarded. Please provide a complete surface or airmail address, including
mail codes and country designator. Also, include your e-mail address,
telephone number and/or facsimile number.
(b) Send your manuscript by post to the any of the following addresses:

Instructions for submission on diskettes or by email
You may submit your manuscript and figures in electronic form. If sending
by diskette, please label your diskette properly, giving exact details on
the name of the file(s), the operating system and software used. If
submitting by email, please send your manuscript as file attachment to
stvuhgy@online.sh.cn or
jegede@ouhk.edu.hk
The Review Process
Manuscripts submitted to the special issue of OER will be reviewed
anonymously by three expert referees. Please note that manuscripts that
have been submitted or published elsewhere will not be accepted.
All manuscripts will be evaluated for their significance to distance and
open education, their relationship to the theme of the special issue, and
on their technical quality for the type of scholarship represented. All
submissions will be treated with dispatch and the review process should
take a maximum of 6 weeks. Manuscripts accepted for publication will appear
in the special edition of the OER of June/July 1999.
