I'm an HR director of a large grocery operation (Safeway)
located in Vancouver British Columbia, Canada. We're highly unionized
and considered left of the country. Our smokers can only access smoking
time in their breaks. We faced a problem with security for our night
crews (midnight to 8 a.m.) when the stores are closed and we don't allow
them to leave the building to smoke until the bakers arrive at 5 or 6
a.m. The analogy we've used in airplane flights. If a smoker can hold
their need until the flight is over, (s)he can hold it until the break
