    I would shoot low and say:

    ISO 9000 means using tools and methods.
    TQM means changing corporate culture, especially attitudes and behaviors.

    For a start-up, ISO 9000 may be the best bet in your case.
    Determined and truely commited firms would start with TQM.

    It's really your choice to decide on fit.
