Anecdotal evidence from the CMM experience shows that self assessments
award themselves almost two levels higher than do "independent" assessments
    of the same "organization."

Wow!!! Very interesting observation!!!! I would have said just the
opposite. Most folks tend to beat up on themselves more than the
    assessors.

Perhaps I am listening to a different "anecdoter" than you? :-)

    C.W.,
    Yes, isn't it interesting.

In most other scenarios, individuals and even workgroups, tend to be harder
on themselves than an outside agent would be.

I guess this is another testimony to the difference between judging your
contribution (in which you may be harsh) and judging how "cute" you are (in
which case you tend to be lenient).

I think your observation is another witness to the proposition that the CMM
scale has little to do with achievement and lots to do with being "in the
    club."

It seems to me that the SEI and the federal government have spent over $50
    million re-discovering the Hawthorne Effect.
