    Are you familiar with the Leadershi Practices Inventory? It was originally
    developed by Jim Kouzes and Barry Posner from the University of Santa Clara.
    Their companion book is The Leadership Challenge: how to get extraordinary
    things done in organizations.

    The basis for their instrument was a study of highly effective business
    leaders that attempted to identify their specific behavioral practices. The
    instrument is well normed, and is available through Jossey-Bass/Pfeiffer, 350
    Sansome Street, 5th Floor, San Francisco, CA 94104-1342. The phone number is

    My understanding of outcome is in the context of a system - what we DO leads
    to some RESULTS, which are the outputs of the system. When these outputs
    take their course, the state reached is the outcome - outside the system.

    I'm a great fan of the LPI (Kouzes and Posner) - but I'm sure neither it nor
    the other instruments recommended claim to measure outcomes, which will
    inevitably be situational. This list only answers the "measures" part of the
    original question.

    An example item from the "Self" version of the LPI is "I involve others in
    planning the actions we will take". This is clearly good leadership practice
    (in most situations!) but is an activity.

    We can speculate that outputs from that activity (still within a project
    being led) might be improved commitment to the task/project, a better plan,
    etc - but the outcomes will come later - project delivered to time cost and
    quality, improved people retention rates on projects, etc.

    Using this systems model, I am extremely interested in the other part of the
    answer to George's original question posed.

    My suggestions for the list of outcomes include:
    - change delivered effectively (I believe leadership to be necessary only in
    changing situations)
    - increased ongoing staff motivation and commitment
    - better ongoing communication and decision making

    .. but I repeat that much will be situational. Certainly the organisations
    who invest millions in leadership training deserve more than an "act of
    faith" that their cash is returning value.

    I'd be interested if we could re-boot this thread for a few more responses,
    focusing on outcomes rather than activity measures.
