check out the book, "Getting your Shift Together," by PJ
Bouchard and Lizz Pellet. From the book they have developed an
organizational assessment instrument geared toward culture (Cultural Due
Diligence.) The instrument is currently being used by numerous organizations
    having measurable success.

I read your posting on the OrgCult net regarding surveys designed to measure
the current culture of organizations. I am attaching an overview of Human
Synergistics' Organizational Cutlure Inventory, a survey that is designed to
measure the operating cultures of organizations in terms of behavioral norms
and expectations. Beyond the OCI, Human Synegistics also publishes the
OCI-Ideal (which parallels the OCI and is designed to identify the optimal
culture for organizations) and the Organizational Effectiveness Inventory
(OEI; which measures factors leading to and outcomes of culture).

Please let me know if you would like any additional information regarding
    these surveys.

Some years ago, I devised a strategy for tracking culture change as
part of an evaluation for a major Australian government department which
subsequently fell through. It isn't an instrument as such, more a framework
for working out what ought to be measured and when. I gave it as a paper at
the AES conference in 1998, and since the department never officially
adopted the strategy, I feel reasonably confident that the intellectual
    property remains mine.
If you would like to have a glance at it, please let me know. It may
have to wait a week or so before I get time to dig out the file, as I have
rather large journal to get to bed this week.

In reference to your request concerning an effective corporate culture
assessment I suggest Schein's "Four Hour Exercise" page 65 of his 1999 book
The Corporate Culture Survival Guide by Jossey-Bass Publishers. However
Schein believes strongly that you can not measure corporate culture through
survey techniques and this may be what you are looking for.

I manage a Change Management Project Office for the Internal Revenue
Service. A year or so ago a colleague & I looked at several different
instruments with an eye toward using something to determine IRS progress in
moving toward a more customer-focused culture. I'd be delighted to talk with
you more about some of these. Here are some that we came across (I'm not
listing OCI since you're familiar w/ it; I know there are some others but
they're not coming to the surface right now):
    1. The HayGroup: Culture Sort (we've used this at the Internal
Revenue Service; it was also used with the Kansas State Tax Commission
(obviously also lots of other places; that's just what I'm immediately aware
    of)).
    2. Kilmann-Saxton: Culture-Gap Survey
    3. Organization Design & Development: Corporate Culture Survey
    4. Pfeiffer & Co: Diagnosing Orgl Culture
    5. Marshall Sashkin: Orgl Culture Assessment Questionnaire
On a related topic -- I wanted to respond to your email of a week or
so ago seeking organizations that had been involved in culture change. The
IRS is clearly such an organization (altho' I realize we're not European :))
& I'd be delighted to talk with you more about what we've done.

I used a questionnaire based on Quinn's competing values model to
measure the corporate culture of organizations as part of a recent
    research project.

I presented a paper on the utility of the measure in an Australian
context at the Australian New Zealand Academy of Management Conference held
in Sydney in December last year.

I attach a copy of the paper for your information. Let me know if you find

Measuring culture using questionnaires is a case of 'horses for
courses' - the instrument all depends on what aspects of culture
you wish to measure and why!

In terms of innovative / creative climate - a fairly key aspect to an
organisation's culture - you could do a lot worse than look at
Teresa Amabile's 'Keys' questionnaire - marketed by the Centre for
Creative Leadership www.ccl.org, or Ekvall's Situational Outlook
Questionnaire, marketed by the Creative Problem Solving Group at
Buffalo - www.cpsb.com. Both of the questionnaires were
developed by organisational psychologists from the knowledge
base on creativity and culture, have undergone a reasonable
amount of research to link them to actual business performance,
    and are psychometrically sound.

In the past I worked with two tools for culture assessment:
    1. A questinnaire developed by Quinn, concerning her theory of 4 kind of
organizational culture. It is overall assessment, and not describe the
    specific values of the corp.
    2. A detailed questionnaire that I developed for a certain big company. The
questionnaire asked the company members about their company values in two
    ways: perception and behavior.
Perception - In the first chapter we gave a list of organizational
values and asked to want extent they fill that this value describe the
    company (with no explanation).
Behavior - In the second chapter we describe several common
organizational behaviors concerning each value (inwards and outwards), and
we asked to want extent each sentence describe the company.

    It worked very well.

The "Organization Culture Inventory" is a very good one - I used it in
1988-1990 in a utility company here in Cincinnati (5000 employees) and top
management adopted it as a good "yardstick" for tracking culture change. See
the attached two descriptions - I can provide more details if you wish.

The "Organization Character Index" is also very good - I used it in 1996 in
Belgium with a group of Americans and Europeans who wanted to work together
more effectively across their various cultures. This instrument was
developed by William Bridges and is based on Jungian typology. It can be
purchased from Consulting Psychologists Press (website is www.cpp-db.com).

Hope you find this information useful!
