We are looking for good process mapping software that can run with Windows
    98
and that is relatively inexpensive. Any assistance would be greatly
    appreciated.

This may sound off the track, but it is inexpensive (for me), highly
functional ('user friendly'), and best - it produces excellent charts, thank
    you.

I use Claris MacProject on a Mac laptop, or MS Project on a Win98 laptop.
These are PERT/CPM project mapping software, if you want to get technical.
But I can put down what the team tells me onto an easel, get initial
agreement that I understand them, then make the flow 'pretty' on the lap
top. Placement of activities has its own convention that works well.

Works very well for everything but recursive steps. And you gotta watch
    those carefully, in any case.
