I have posted updated versions of my paper about Graicunas' span of control formulas and the retyped version of his original paper.  They are available at the following links:

    http://www.nickols.us/graicunas.pdf  This is my paper.

http://www.nickols.us/relationship.pdf  This is Graicunas' original paper.

A student in Gdansk, Poland pointed out that the data in the table and the formulae for the minimum case didn't match.  Sure enough, I goofed.  I had replicated the maximum case formulae in the minimum case section.  This has been corrected.

I've also added a biographical note about Graicunas whose whereabouts during WWII were a mystery to Luther Gulick.  Turns out the NKVD arrested him as he was leaving the US Embassy in Moscow.  It also turns out that Graiunas was not Lithuanian-born as Gulick thought, but was in fact born in Chicago, Illinois.  His parents were from Lithuania but Graicunas was not born there.  Graicunas, a United States citizen, died in a Russian prison.
