Assuming you want to write a plan for people to do QI (rather than just a
description of QI) I suggest the following topical outline. This plan will
be more complex than a typical project plan because it has to talk about
three activities: 1) exploring for the problems, 2) deciding what to do
about the problems and 3) overseeing the "therapy" to determine whether or
not it is working, and how to keep them cycling.
Suggested Plan topics:
1. The objective -- why we need a Quality Improvement initiative and how
we will know we are improving.
2. The dimensions of the problem -- (not a list of problems) the
indictions that we may need to improve quality here, the sources or reasons
why Quality doesn't happen here, the "wins" that others have experienced.
3. Quality?
a) What we mean by Quality (strongly suggest you use Phil Crosby's
definitions).
b) Why it is important to everyone in this company (not to the CEO or the
Bottom Line) and our customers and suppliers. A specific list of reasons.
4. What is QI -- describe some closed-loop process. Plan, Do, Check,
Adjust is one and there are several others.
a) understanding what we do for customers and suppliers
b) setting expectations,
c) acknowledging complaints and shortfalls in expectations,
d) diagnosis, prognosis, therapy selection, prescription and sometimes icky
medicine.
e) case monitoring and evaluation
f) celebrating wellness
[notice the parallel with medical practice. People are usually familiar
with going to the doctor so this is a powerful way to get the idea across
to them]
5. How are we going to do CI?
a) the discovery and acknowledgement process, team, committee, focal
point, etc.
b) the QI assessment team decides what problems or packages of problems
are to be attacked. Volunteers from throughout the company are solicited.
A team, with Sponsor, is formed.
c) QI Team Operation -- how the team should proceed (may require training
session) and periodic discussion with Assessment Team.
d) Celabration events -- how they get triggered and hosted (includes the
Communication Plan).
6. QI Plan update schedule -- when this document is to be updated,
especially section 5c) and 3.
7. Budget or rules for enabling participation.
8. The initial Assessment Team.
