Many thanks to Charlie Wankel for alerting us to the IHE paper.
Once again the research reviewers-similar to Russell's "No Significant
Difference"-have done a miserable research job.
1. They don't cite the original research projects-many of which meet their
guidelines. This is very frustrating for those of us who have carried out
these projects-including summaries of comparative results.
Despite their claim of "an evaluation of the original research" --none of it
is cited. Apparently they never looked at dissertations or IS research
sources.
2. The lack of assessment is thoroughly understood. It took corporate
America over thirty years to get tough-minded about their investment in
IT--and it will take higher ed even longer. Corporate America is now
learning the transformational aspects of this technology. If higher ed
relies on these papers, they will never learn.
Hopefully business schools will lead the way in this important research.
