    2000-2001 RUSSIAN-US YOUNG LEADERSHIP FELLOWS FOR PUBLIC SERVICE PROGRAM

    US PARTICIPANTS

    The Bureau of Educational and Cultural Affairs of the US Department of
    State is pleased to announce the 2000-2001 Russian-US Young Leadership
    Fellows for Public Service Program administered by the International
    Research & Exchanges Board (IREX). This program is a landmark effort to
    promote leadership and community service in both the United States and the
    Russian Federation. In this exchange, IREX places the US Young Leadership
    fellows in non-degree programs in fields relevant to Russian area studies,
    including conflict resolution, economics, government studies, history,
    international studies, and political science at leading universities
    throughout the Russian Federation. The program also includes a community
    service component and a professional internship as part of the goal to
    foster the educational and social development of the next generation of US
    and Russian leaders.

    While the fellowship includes one year of intensive academic study, it also
    provides practical, hands-on experience for the selected young leaders.
    These young professionals develop their interests and skills while making a
    positive contribution to society through a weekly commitment to community
    service and at hree-month professional internship in nongovernmental
    organizations and other similar institutions.

    This program is designed to promote the development of civic participation
    and volunteerism in both the US and Russia. Fellows establish and develop
    their community service projects in a leadership capacity and communicate
    with their Russian/US counterparts throughout the program to share the
    challenges and successes of their activities. Once they return to their
    home country, alumni continue their leadership roles through activities in
    their own communities with the added benefit of their global experience.

    Grant provisions include round-trip airfare from fellows� homes to their
    host institutions, medical insurance, monthly stipends for housing and
    living expenses, and limited allowances for books, tuition, and cultural
    enhancing activities.

    All applicants must demonstrate academic excellence, leadership potential,
    interest in public service or evidence of involvement in community service,
    and proficiency in written and spoken Russian.

    Post-fellowship opportunities will also be available to alumni of the
    Russian-US Young Leadership Fellows Program for continued professional
    growth. Opportunities for alumni generally include participation in
    regional conferences, seminars, and lecture series. Alumni will also have
    access to the Young Leadership fellows' electronic news list service, a new
    on-line and print journal, and other publications.

    The application deadline is November 30, 1999.
