That sounds like a very sensible simple solution. Setting a general rule to
ban all attachments seems too authoritarian; I have never seen that in any
of the other lists I have subscribed.

If members are eager to share attachments, I suggest that you should post a
message on the list announcing that you have an attachment that might be of
interested to the group. Then if people are interested, they should
contact you directly to recieve the attachment.
