It occurs to me that there ought to be a market for a really good
assessment of management skill and knowledge, one that could be used to
formulate a program of education and development for specific individuals
as well as groups who might share certain needs.

It also strikes me that a prerequisite for any such assessment would be
some kind of general agreement about the kinds of skills and knowledge
worth assessing; in short, some kind of canonical description/definition of
these skills, knowledge and, though I shudder to use the word,
"competences" (or, if you prefer, competencies).

I'd be interested in any canonical references and pointers to any existing,
highly regarded assessments of managerial skills, knowledge, abilities,
    competencies, whatever.

Thanks in advance to any who respond...

    Fred,

The book by Dave Whetten and Kim Cameron on management skills is a good
resource. Also, the OB text by Phil Hunsaker and Bob Coffey has a section
on skills that is quite good. The classic resource on skills and abilities
(and how they relate to performance and satisfaction) is, of course, Lyman
Porter and Ed Lawler's book from the 1960s. Hope this helps.

    Fred:

I stumbled on the "Survey of Management Practices," by Clark Wilson in about 1981. It and later versions of it have become the focal point of my research and consulting. I have done a number of validation studies on it as an instrument and as a learning tool. You can find them under Frank's Works on my home page: http://faculty.ssu.edu/~fmshippe/home/welcome.htm. It is now distributed by the Booth Company in Boulder, CO (800-332-6684/303-581-1408).
