I recommend Richard Boyatzis' _The Competent Manager_. For assessment
instruments based on his model, contact Hay/McBer in Boston.

I also recommend Kim Cameron's textbook--_Developing Management Skills_. Kim
is now Richard's Dean at Case Western Reserve University and their program
is highly influenced by competency based learning. I'd love to sit in on a
dialog between them about models of managerial competence/skill. Both models
have had quite an influence on courses I have designed.
