I agree. It's one of the foundations of what I suggest re:
performance management and appraisal which is aimed at
development and improvement - that a person's productivity should
be assessed with respect to their own individually negotiated
outcomes, rather than using the SAME standard for everyone in a
position set.
It's actually a major part of what I wrote in the earlier 90's about
why most performance management doesn't work, and how to shift
to a more individualized process that is driven by BOTH the needs
of the org. and each individual employee.
