I've taught both courses but never tried combining them into one. I think what I would do would be to start by identifying the various HR topics, discuss "best" HR practice in light of contingencies and then ask students to identify and explain the theories from OB that inform those practices. It seems to me that using HR practices as the starting point narrows the set of issues that should be discussed and may enable the combination of the two classes. I might tailor term paper assignments that required explorations of the connection between HR practice and OB theory. I'm thinking such papers would essentially force students to do a fair amount of self-teaching, thus reducing time spent lecturing on OB topics. Doubling the content of a course suggests that coverage must be limited, so I'd seek to determine what would not be covered in a re-designed course. Hope this helps.
