UNICEF is seeking a Human Resources Officer to work in the Organsiation
Learning and Development Section of its HQ-based Division of Human
Resources. This section oversees the learning, training and staff
development function of the Organisation.
Purpose:
Assess and analyse competencies, learning and training needs in
organisational priority areas, with special emphasis on human resources
development, leadership and management, and organisational development.
Identify, develop and implement a variety of programmes,
activities, tools and products (including online learning) to meet these
needs.
Help develop capacity of headquarters, regional and country
offices to undertake learning needs assessment, to plan and implement
learning/training plans to meet them, and to monitor and evaluate their
impact.
Do this under the general guidance of the chief, OLDS and in
active partnership with headquarters, regional and country offices.
Requirements:
Advanced university degree in social sciences. Specialisation
in human resources development, organisational development or management
an advantage.
Proven skills in learning needs assessment, instructional
design, delivery and evaluation.
Knowledge of adult learning, group and organisational
psychology. Knowledge of distance and computer-based learning an
advantage.
Eight years of professional experience in a related area, four
years of which should ideally have been in the context of an
international organisation or developing countries.
Fluency in English, French and/or another UN working language
required.
