Suggest you add a level:
0 - rapid growth (over 10%/year)
This puts 2 - in the middle, @ little or no change.
Even if you don't expect anyone to respond at this level, 0, high growth. A lot of
people will only answer within the range you offer. If you don't offer an option, then
when you don't get any responses there, you don't know whether the respondents believed
it wouldn't happen.
Also, you might request info on the type of school (on-line vs. 'traditional' being one
option) as you solicit responses. You may discover that different groups have
different outlooks. Or not.
