It is the Vietnam Era Veteran's Rehabilitation Asssistance Act. Look at
the Dept. of Labor (in the US) website. It makes nothing easy for the
veteran and leaves a significant amount of judgement in the hands of
hiring authorities. It is not very well enforced.
