I haven't read it that carefully yet. I assume the sense is that there is a
high correlation between the formal ethics programs and ethical culture,
thought that would be mitigated by those on the bottom of the ethics barrel
who finally realize they better start formalizing and institutionalizing
ethics within their organizations.

The Executive Summary seems to contain some contradictory statements about
the importance of ethical culture vs. formal ethics programs, don't you
