    This chapter is a bit old, but the central message and perhaps some of the citations might be helpful to you.  We reviewed the traditional role of government, and then discussed how the government also acts entrepreneurially through the creation of jobs and industrial development activities.

    Goodman, J. P., Meany, J. W., & Pate, L. E. (1992).  The government as entrepreneur:  Industrial development and the creation of new ventures.  In D. Sexton & J. Kasarda (Ed.), The State of the Art of Entrepreneurship.  Boston:  PWS-Kent Publishing Co.
